The term ZZP stands for Zelfstandige Zonder Personeel (Self-employed without staff). It is not a legal business form itself; most ZZP’ers register as an Eenmanszaak (Sole Proprietorship). This status allows you to work for multiple clients, set your own rates, and benefit from specific tax deductions.

How Do You Register with the KVK?

To officially start, you must visit the Kamer van Koophandel (Chamber of Commerce).

  1. Book an Appointment: You must go in person to a KVK office (there is one in Amsterdam).
  2. Bring Your Documents: You need a valid ID, your BSN (Citizen Service Number), and a Dutch business address (this can be your home address).
  3. Pay the Fee: There is a one-time registration fee of €80 (2026 rate).
  4. Automatic Tax Setup: Once registered, the KVK notifies the Tax Authority (Belastingdienst), who will mail you your VAT (BTW) numbers.

The “1,225-Hour” Rule (Urencriterium)

To qualify for the most significant tax breaks in 2026, you must meet the Hours Criterion.

  • You must spend at least 1,225 hours per calendar year on your business.
  • This includes “indirect” hours: admin, marketing, travel, and even the time spent setting up your business before registration.
  • Important: If you start mid-year (e.g., in July), the 1,225-hour requirement is not pro-rated. You still must hit the full total by December 31st to get the deductions.

While some deductions are being phased down, being an entrepreneur still offers advantages:

ZZP vs. BV: Which is Better?

For many expats, a BV (Private Limited Company) becomes more attractive if your annual profit exceeds €80,000–€90,000.

  • ZZP: Higher tax breaks for lower profits, but you are personally liable for business debts.
  • BV: Lower tax rates for high profits and limited liability, but much higher administrative costs and no “start-up” deductions.
  • Expat Tip: You can only apply the 30% Ruling to yourself if you operate through a BV, not as a ZZP/Sole Proprietor.
