Getting a BSN is a two-step dance: you must first find a place to live (where registration is allowed) and then attend a mandatory in-person appointment at the local municipality (Gemeente).

Step 1: The Address Requirement

You cannot get a resident BSN without a registered address.

  • Registration Allowed: When looking for a flat, always ask: “Is registration possible?” Some landlords illegally prevent registration to avoid taxes—avoid these.

Required Documents

Bring original physical documents to your appointment (digital copies on a phone are often rejected):

  1. Valid Passport (or ID card for EU citizens).

  1. Birth Certificate: Must be original and, if not in Dutch, English, French, or German, it must be officially translated and legalised (Apostille).
  1. Residence Permit: If you are a non-EU citizen, bring your IND permit or the letter proving your application is in progress.
  1. Marriage Certificate: If you are moving with a spouse.

Short Stay (RNI) vs. Long Stay (BRP)

  • Staying < 4 months: You register as a “Non-Resident” (RNI). You get your BSN immediately, but your registration is temporary.
  • Staying > 4 months: You register in the “Personal Records Database” (BRP). This is the standard procedure for most expats. You are legally required to do this within 5 days of arrival.
